Brown 1 1/2 lbs stew meat in 2 tbsp margarine. Drop the brown/braised cubes into 1 qt boiling water in Dutch oven and simmer over low heat covered for 1 1/2 hours at about 300 degrees. Then add;

1 cup chopped onions
1 cup chopped celery
1/4 tsp garlic powder
1 tsp salt
14 tsp black pepper
1 tbsp vinegar
Juice from 1/2 lemon
4 potatoes peeled and quartered
4 sliced carrots

Continue cooking for 30 minutes or until vegetables are tender.
